Antanas Mockus’ Approach to City Policy
If only every city mayor was like Antanas Mockus. In the 90s his effective if unusual policies to improve Bogotá included hiring over 400 mimes to control traffic, showering on TV to inspire water conservation, introducing voluntary additional taxes and women-only nights in the city.
