In New York City, the Department of Transportation massively reduced the space available to cars and turned lanes traffic into parks.
Getting the approvals to permanently make this change would have been a mammoth task so they just painted the roads, and created temporary parks with potted plants & moveable seating. They were able to test the radical changes in traffic flow in a low risk fashion & discovered that transit time through the city actually improved with less lanes of traffic along with improvements to public transport access.
New Yorkers love their new parks & the changes in their city so much they decided to keep it that way after the pilot, and extend the changes in other parts of Manhattan.
